Children Service's Act Office (CSA)

The CSA has the following functions:

  • To provide support to the Community Policy & Management Team (CPMT).
  • To act as liaison for the CPMT and the Family Assessment & Planning Team (FAPT).
  • To manage the contracts with private providers serving Buchanan County youth and families.
  • To conduct utilization reviews and management of all services through the CSA.
  • To authorize and process payments to service providers.
  • To collaborate with all local agencies to ensure children and families are linked to services meeting their needs in the least restrictive environment possible.

Community and Policy Management Team

Purpose

The purpose of the Buchanan County Community & Policy Management Team (CPMT) is to oversee the design, implementation, and on-going management of a collaborative system of care that is child-centered, family-focused and maximizes the use of community resources when addressing the strengths and needs of troubled at-risk youth and their families, in accordance with the Code of Virginia, Section §2.2-5200.

Appointment

The Buchanan County Board of Supervisors appoints a Community Policy and Management Team (CPMT) that has the responsibility for the implementation of the Children’s Services Act (CSA) for At-Risk Youth and Families, establishment of local policy for the administration of the Children’s Services Act and for the monitoring of expenditures of funds appropriated by federal, state and local sources.

Membership

The Buchanan County CPMT includes representatives from all key agencies serving children in Buchanan County in accordance with the Code of Virginia, Section §2.2-5205.

  • Buchanan County Public Schools
  • 29th District Department of Juvenile Justice Court Services Unit
  • Virginia Department of Health
  • A Local Government Representative

  • A representative of a private organization serving children and families in Buchanan County
Philosophy

The Buchanan County CPMT is committed to providing a quality system of care that empowers at-risk youth and their families to strengthen their well-being and family system. Cooperative and comprehensive planning, interagency collaboration and the ongoing evaluation of programs are essential to the effective and efficient provision of services. The well-being of our future citizens is of concern, not only to parents, service providers, and local governments, but to the community at-large. The process of identifying needs and developing and delivering services for children and youth identified as having or at risk of developing behavioral or emotional problems is improved by community and family engagement. Families should be fully involved in the assessment, planning, delivery, and evaluation of services to their children, and should assume the maximum possible responsibility and authority in the process of service delivery.

The Buchanan County CPMT is committed to the identification, development and provision of resources and services needed by the children and families in Buchanan County. Together, with families, we will identify and build on family strengths and provide them with opportunities to participate in all decisions affecting the family. We will provide families with resources through supportive networks of relatives, resource families, neighbors and community services.

CPMT ​meetings take place on the last Monday of each month at 1:15 pm at Buchanan County Department of Social Services, in the agency conference room

Family Assessment and Planning Teams

Purpose

The purpose of the Buchanan County Family Assessment & Planning Team (FAPT) as mandated in the Code of Virginia, Section §2.2-5208, is to assess the strengths and needs of troubled youths and families who are approved for referral to the team and identify and determine the complement of services required to meet these unique needs.

Membership

The Buchanan County CPMT is required by Section §2.2-5207, of the Code of Virginia to "establish and appoint one or more family assessment and planning teams as the needs of the community require."

The code requires that the following agencies appoint a representative to FAPT:

Who is eligible for services through the CSA?

Services through the CSA may be available to a child who meets at least one of the following descriptions as noted in the Code of Virginia §2.2-5212 and described below:

A. In order to be eligible for funding for services through the state pool of funds, a child, or family with a child, shall meet one or more of the following criteria:

  1. The child has emotional or behavior problems that:

2. The child has emotional and/or behavior problems and currently is in, or is at imminent risk of entering, purchased residential care. In addition, the child requires services or resources that are beyond normal agency services or routine collaborative processes across agencies, and requires coordinated services by at least two agencies.

3. The child requires placement for purposes of special education in approved private school educational programs or for transitional services as set forth in subdivision B6 of §2.2 5211.

4. The child requires foster care services as defined in § 63.2-905.

B. For purposes of determining eligibility for the state pool of funds, "child" means (i) a person younger than 18 years of age or (ii) any individual through 21 years of age who is otherwise eligible for mandated services of the participating state agencies including special education and foster care services.

How do I access the CSA process?

Often, a child is referred to CSA through a local agency such as the Department of Social Services (DSS), the school system, the Community Services Board (CSB), the Court Services Unit (CSU) or the juvenile and domestic relations court. All localities must also have a direct parent referral process. When a referring agency requests a review for services with your family through CSA, the person working with you (often referred to as a case manager) can help explain the process to you.
